At our May Member Community Events, we brought together EDI practitioners from across the local government sector to share challenges, opportunities and best practices. These sessions highlighted the unique pressures facing local authorities in today’s complex landscape and showcased the power of collaborative problem-solving.

Current challenges in local government inclusion

The conversations revealed several pressing concerns for EDI professionals in local government. The recent Supreme Court judgment on gender-specific facilities has created significant uncertainty, with many organisations seeking clarity on implementation whilst balancing diverse perspectives. Members were struggling with the lack of clear guidance on transgender rights in the absence of this most had sent out a holding position whilst continuing to offer support and reassurance about the commitment to inclusion for all staff. Many members reported engaging employment lawyers for advice, though noted that legal counsel often appeared risk-averse in this area.

The rise of Reform and far-right politics was another key concern for some local authorities, with members sharing experiences of increased community tensions and the challenges of maintaining inclusive environments amidst polarised debates. Meanwhile, a sharp increase in Freedom of Information (FOI) requests related to EDI initiatives is adding administrative pressure to already stretched teams.

Financial constraints were also highlighted as a significant challenge, with members discussing creative approaches to maintaining momentum on inclusion initiatives despite reduced budgets and competing economic regeneration needs.

As one participant noted: “We’re navigating uncharted waters and need to support each other through these changes.”

What became clear throughout our discussions was the shared commitment to creating inclusive environments despite these challenges. Colleagues are developing thoughtful strategies for maintaining respectful dialogue and safe spaces while honouring organisational values. Senior leaders were identified as playing a crucial role in setting clear boundaries and expectations around respectful communication on sensitive topics.

Building community cohesion in turbulent times

A central theme across both sessions was the vital importance of community cohesion. Throughout the conversations attendees shared approaches for addressing rising tensions and the politicisation of equality issues.

The discussions revealed how local government reorganisation in some areas is adding another layer of complexity to inclusion work. Members from Pathfinder areas shared their experiences of significant structural changes and the potential impacts on underrepresented groups. These conversations highlighted the need for careful consideration of EDI implications during periods of organisational transformation.

Anti-racism work was highlighted as a particular priority, with many colleagues focusing on cultural reset initiatives for staff. Participants discussed the importance of embedding clear values and behaviours within organisations, with inclusion positioned as a core value rather than an optional add-on.

Our members are implementing innovative approaches to these challenges, from deliberative democracy initiatives to new frameworks for respectful conversations around sensitive topics. Several shared successful examples of community engagement that brought together different perspectives in constructive dialogue.

Data collection and inclusive language

Another area of focus was the evolving landscape of data collection and terminology. Organisations are working to develop approaches that respect all identities while meeting statutory requirements. The discussions revealed thoughtful compromises, such as providing options that allow staff to self-identify their gender while accommodating those who prefer identification based on biological sex.

Members shared practical experiences of distinguishing between language used for equalities monitoring versus language used in more interpersonal interactions that takes account of specific individual or group preferences. There were robust conversations about terms such as “global majority” and “BAME”, with participants emphasising the importance of respecting individual preferences while maintaining clarity in communications.

Several members highlighted challenges in justifying EDI work when faced with pushback, particularly from gender-critical staff. The group discussed strategies for maintaining inclusive workplaces whilst acknowledging diverse viewpoints on sensitive topics.

A particularly valuable exchange focused on how to handle the increased scrutiny of EDI initiatives through FOI requests. Members shared practical approaches to documenting the rationale and evidence base for inclusion work, as well as transparent communication strategies that pre-emptively address common concerns.

The sessions also revealed a strong appetite for more facilitated conversations on challenging topics, with members valuing the opportunity to explore different perspectives in a supportive environment. There was particular interest in developing supportive networks specifically for EDI practitioners to address the unique pressures of the role.

As one member shared: “Coming to these sessions reminds me I’m not alone in facing these issues. The practical solutions and moral support are exactly what I need.”
